The City of Geneva is obliged to drastically reduce the use of the Palladium room due to noise pollution caused during sound events. Indeed, the development of the Jonction eco-district, which has led to significant densification of the premises, has made the situation difficult for residents, particularly after the delivery in 2018 of two buildings overlooking the hall, at chemin du 23-August and rue de la Coulouvrenière.
Following various complaints, measurements were carried out between July and November 2023. The results are unequivocal: despite the strengthening of organizational measures, the Palladium hall, with a capacity of 1,300 people, does not allow compliance, during sound evenings, with the standards in force, with significant observed overruns. The Air, Noise and Non-Ionizing Radiation Service (SABRA) has therefore decided to considerably reduce the possibilities for exploiting Palladium.
The Administrative Council (CA) is very sensitive to the issues related to noise and the need to respect the tranquility of the neighborhood. But it is also aware of the needs in terms of rooms, especially since there are few alternatives in terms of capacity at the Palladium, which is in high demand, particularly by the numerous associations active in Geneva. So, a compromise was proposed to SABRA, aiming to allow the daily rental of premises, except Sundays, for sound events ending at 9 p.m., with a sound level set at 93 dB(A).
SABRA refused this proposalrequiring the City to authorize a single sound event per month with no time limit, with a maximum sound level of 93 dB(A), as well as one event per year, with two evenings maximum, of a level sound greater than 93 dB(A). The City of Geneva is surprised by this firmness, which contrasts with a more conciliatory position regarding road traffic. However, this is among the noise pollution most cited by the population. Note that a diagnostic study will soon be carried out on the entire building, in order to determine the extent of a future renovation and bringing it up to standard.
