The legislature that ends began at the heart of the Cavid-19 pandemic, a health and human crisis that has exacerbated inequalities. Many achievements have marked the last five years both in terms of social justice, equality and ecological transition, while integrating economic or digital issues.
Responding, measurement by measure, to the 2020 legislature program In order to better assess the actions carried out, the document published this day revolves around a transversal vision, that of a sustainable, united and egalitarian Geneva. Organized by Public Policy, it is the fruit of a collective action of the Administrative Council as well as all of the employees of the City of Geneva.
Five priority axes structured the action carried out:
Human rights, equality and diversity
The fight against discrimination and in favor of equality has been at the heart of the legislature, with increased public awareness of the fight against all forms of discrimination, with regard to LGBTIQ+ women and linked to the Origin, as well as through strengthening accessibility for people with disabilities. Municipal staff were also made aware of the challenges of equality and diversity. In order to guarantee equal opportunities from an early age, a new school planning and new constructions have been launched to meet the increase in school and parascularly needs.
Social justice and respect for human dignity
The increase in the number of crèche squares has been at the heart of the work carried out over the past five years, through the municipalities in stages of these and the opening of around 100 new places per year. The reception of homeless people, with 515 places available for the year, is now guaranteed. The strengthening of social workers outside the walls (TSHM) and the implementation of the system of correspondents at night marked the action in favor of youth. Financial assistance for young people’s employability has also been launched, as well as a new long -life policy. In order to increase the number of social and affordable housing, 17 million were paid to the City of Geneva Foundation for social housing, allowing the construction of more than 400 social housing units, of which a hundred has already emerged from the ground. In addition, the social policy of housing has been reinforced, in particular by increased protection of the tenants of the city’s buildings.
Climate emergency and ecological transition
Structuring strategies have emerged during the legislature to carry out the objectives set for climate matters: a new climate strategy has been drawn up, while the revision of the municipal master plan is now more ambitious objectives for the increase in coverage Vegetable of the city, the appeasement of traffic and pedestrianization, with already several striking achievements during this legislature. The objective of replacing each tree shot down by three planted trees has been reached, while abandoning the size of the plane trees, the planting of micro-cometting and the vegetation of parking spaces, with a view to fighting the islets of Heat, continue to transform mineralized spaces into places of greenery. The city’s energy policy has also been reinforced, with the abolition of boilers in Mazout and the sanitation of municipal buildings.
Cultural and digital life
The past few years have been marked by adoption at the cantonal level of the law for the promotion of culture and artistic creation (LPCCA). This paradigm change translates to the city with a new co-financing strategy and co-government for large institutions such as comedy or the great theater. In the case of this, a reform of governance and staff was thus launched during the legislature, validating the principle of the Foundation of the Grand Theater as a single employer. The launch of the renovations of several cultural institutions also marked the past years, as well as necessary action in favor of better remuneration and a strengthening of the professional status of artists. In the digital field, the City of Geneva has accelerated the digital transformation of the administration, in particular through the simplification of online procedures, while putting at the heart of its action the fight against the digital fracture.
Safety, sport and public space
The city of Geneva worked in favor of a safer city by strengthening the fight against incivility (notably the littering, noise pollution and road traffic offenses) and by developing the anchoring of the municipal police in the districts . A cleaning plan to optimize roads action and reduce incivility has also been developed. In the field of sport, the legislature was marked on the one hand by a strong development of sports activities on public space, and on the other hand by the realization of the equipment plan with an unprecedented amount of 160 million francs Voted by the municipal council to meet the growing needs of the population. A new momentum was given for the entertainment in the city, especially around the harbor, both through major punctual events and annual events welcoming an ever more numerous audience.
Local economy, International Geneva and Finance
In addition to these five central axes, two additional areas of work focused on the local economy, international Geneva and good finance management. The City of Geneva has adopted during the legislature of a delegation to the economy and its first economic strategy, and worked to strengthen links with the local economy. In the international chapter, the strengthening of city networks and links with international Geneva marked the legislature, as well as the adoption by the city of its first external relations strategy. Finally, the City of Geneva managed over these five years to reduce debt by 12.5%, while strengthening the services, and has been awarded last December the excellent Note AA- by the standard financial rating company & Poor’s.
The impulses given since 2020 are obviously part of a long -term vision, in connection with the exceptional growth of our region. Many projects initiated or voted over the past five years will thus be materialized in the years to come and will occupy the work of the next Administrative Council.
