EU Extends Sanctions on Russia Over Ukraine Conflict Until September 2025

Brussels – The European Council announced today its decision to extend restrictive measures targeting individuals and entities responsible for undermining Ukraine’s territorial integrity, sovereignty, and independence for an additional six months, until September 15, 2025.

These sanctions, initially imposed in response to Russia’s unprovoked military aggression against Ukraine, include travel bans for individuals, asset freezes, and restrictions on making funds or other economic resources available to listed persons and entities. Currently, nearly 2,400 individuals and entities remain affected by these measures.

As part of the routine sanctions review, the European Council opted to remove four individuals from the list and delist three others who are deceased. However, the Council reaffirmed its firm stance on maintaining pressure on Russia as long as its aggression continues.

    Strengthening Economic Pressure

Since Russia’s full-scale invasion of Ukraine on February 24, 2022, the European Union (EU) has significantly expanded its sanctions regime. These measures aim to weaken Russia’s economic foundation, limit its access to critical technologies and markets, and restrict its capacity to continue its military operations.

The European Council’s conclusions from December 19, 2024, underscored the EU’s unwavering condemnation of Russia’s actions, emphasizing that the war constitutes a blatant violation of the United Nations Charter. The EU reiterated its commitment to Ukraine’s sovereignty and independence, vowing continued political, financial, economic, humanitarian, military, and diplomatic support for Kyiv and its people for as long as necessary.

Commitment to Peace and Global Engagement

The EU remains dedicated to securing a comprehensive, just, and lasting peace based on the principles of the UN Charter and international law. It has emphasized that no initiative concerning Ukraine’s future should proceed without Ukraine’s involvement.

To this end, the EU and its member states will continue diplomatic outreach and engage in discussions regarding European security. Additionally, the European Council signaled its readiness to impose further sanctions on Russia should the situation demand increased pressure.

As the war in Ukraine persists, the EU’s stance reflects its broader geopolitical strategy of countering Russian aggression while reinforcing support for Ukraine’s defense and reconstruction efforts.
